14. ALLOWANCES - GENERAL

14.1 Enhanced responsibilities allowance (ERA)

14.1.1 Definitions: In this clause the following definitions apply:

14.1.2 Allocation of additional responsibilities: An employee may be directed by CSIRO to temporarily perform duties additional to, or in substitution for, those usually associated with the employee’s role.

14.1.3 CSIRO may approve payment of ERA: CSIRO may approve the payment of an enhanced responsibilities allowance to the employee where, for a period of no less than 5 working days:

14.1.3(a) An employee is directed to, and temporarily performs, management responsibilities which are additional to, or in substitution for, the employee’s normal responsibilities; and

14.1.3(b) The extra responsibilities are associated with an existing job at a level in the classification structure higher than the level of the employee, and are the result of:

14.1.3(b)(i) the temporary absence of the job’s occupant; or

14.1.3(b)(ii) the job becoming vacant; or

14.1.3(b)(iii) a temporary requirement for additional assistance, and

14.1.3(c) Where CSIRO determines the changed responsibilities add significantly to the value to CSIRO of the employee’s work.

14.1.4 ERA to be based on a higher salary: Enhanced responsibilities allowance shall be payable in respect of the period during which the employee performs the additional or substituted management responsibilities. Payment shall be equal to the difference between the employee’s salary and a relevant higher salary, as determined by CSIRO.

14.1.5 Long-term ERAs - variation of rate of payment of ERA: An employee who has been in receipt of enhanced responsibilities allowance for a period of at least 12 months may have their rate of payment varied by CSIRO to take account of performance related salary movements.

14.1.6 When ERA continued while on leave: Where an employee, who at the time of proceeding on approved leave with pay, is receiving an enhanced responsibilities allowance, such allowance shall continue to be paid where CSIRO agrees that the allowance would have been paid but for the grant of the leave. Where an employee takes approved leave with pay which is less than leave on full pay, the payment of an allowance shall be made on a pro-rata basis.

14.2 First Aid Certificate Allowance

14.2.1 Authorisation and payment: Where a suitably qualified employee is required to provide first-aid services in addition to normal duties, CSIRO may authorise the payment of an allowance to the employee in accordance with the following table.

14.3 Australian Animal Health Laboratory, Geelong

14.3.1 Definition: In this clause:

14.3.2 Payment: An employee employed at the Australian Animal Health Laboratory, Geelong, shall be paid a site allowance of $448 per annum in recognition of the limitations placed upon staff at this site in relation to the keeping of animals and on the location of residence.

A secure allowance shall be paid to employees required to work within the secure area of the laboratory in recognition of the limitations regarding contact with certain animals and the places such animals are kept and the unique features associated with work in the secure area. This allowance shall be determined from the following table according to the number of days in the previous 12 months on which CSIRO required the employee to enter the secure area of the Australian Animal Health Laboratory:

The secure allowance shall be calculated annually as at 30 June and paid in the second pay period following.

14.4 Diving allowance

14.4.1 Application: The provisions of this clause shall apply to employees employed by CSIRO who undertake diving in the course of their duties.

14.4.2 Payment of costs: CSIRO shall reimburse employees for any costs incurred in the purchase or maintenance of diving equipment used for work purposes, registration or other statutory requirements for divers.

14.4.3 Payment: Diving allowance shall be calculated annually as at 30 June and paid in the second pay period following. Payment shall be calculated using the formula:
