14. DUTY TO APPLY PRINCIPLES OF MERIT AND EQUITY TO PAYMENTS AND MOVEMENTS WITHIN AND BETWEEN TEACHER CLASSIFICATIONS
The process of selection of a teacher for transfer, promotion or the allocation of special payments for work performed as a teacher shall use and apply the principles of merit and equity so as to cause the selection to be based as far as reasonably practicable on a fair assessment of relative ability, knowledge, skills and efficiency.
