6. SALARIES AND WAGES AND DEFINITIONS - ADULTS
6.1 Salaries
6.1.1 The rates in this clause will be the minimum that employees will receive for their respective classification.
6.1.2 Upon appointment, an employee shall be paid in accordance with the salary and wages rates prescribed by this award. The level of an employee within the grade shall be made by Council having regard to the qualifications and practical experience of the employee for the position.
6.1.3 The positioning of an employee into a salary grade will be achieved by referring to the classifications.
6.1.4 Salaries for graduate engineers overlap from 4.15 to 5.21 (inclusive); engineers Class 2 overlap from 5.22 to 6.25 (inclusive); and engineers Class 3 overlap from 6.26 to 7.30 (inclusive) in Clause 6.1.5.

6.2 Classifications - Definitions
6.2.1 Grade 1
6.2.1(a) Overview
Work at this level is clearly defined and routine with readily observable outcomes. It is performed within specific guidelines and under general supervision. Employees in this grade perform basic labouring and/or clerical duties. Their freedom is limited by standards, procedures and instructions from others. Employees may solve minor problems related to their own work area.

6.2.2 Grade 2
6.2.2(a) Overview
Work can be a combination of repetitive, semi-skilled and specific tasks which do not require an employee to have a trade or equivalent qualification. Through work experience and knowledge gained employees in this grade will demonstrate initiative and show guidance to other employees. Limited supervision is given to employees in this grade. Inexperienced supervisors will commence at this level.

6.2.3 Grade 3
6.2.3(a) Overview
Employees in this grade are recognised as being skilled technicians or administration officers, or trade qualified or having a hands on supervisory role. They will apply their advanced skills to the job and by exercising their discretion will solve limited difficulty problems as they arise. Employees will exercise advanced skills and knowledge using various materials and/or specialised techniques.

6.2.4(a) Overview
Work is becoming specialised and less governed by standardised procedures and may require limited development of work procedures. Established techniques and precedents will mainly be used but sufficient knowledge is needed to determine when routine actions are inappropriate. Under the professional supervision of higher level professionals as to method of approach and requirements, is a professional practitioner who performs normal professional work and exercises individual judgement and initiative in the application of professional principles, techniques and methods.

6.2.7 Grade 7
6.2.7(a) Overview
6.2.7(a)(i) Work at this level will require planning and implementation of objectives within the context of established Corporate policy. Managerial skills or specialised professional expertise are needed to assist with the development of policy. Project management skills are also required.
6.2.7(a)(ii) Persons in this band will be responsible for the output and control of a recognised department or job area of significant importance to Council. It is likely that positions in this band will report directly to a divisional manager. Specialised positions will be required to act as specialist advisors in their particular field to Council. Overtime provisions at this level are likely to be covered through an employment agreement.
6.2.7(a)(iii) This is the first level for a senior professional practitioner, a professional manager or a professional specialist. Novel, complex or critical work is performed under broad policy control and direction and in the absence of guidance regarding the technical aspects of the work.

6.2.8 Grade 8
6.2.8(a) Overview
6.2.8(a)(i) Positions covered at this level will include senior job area and function area managers and may include senior professional specialist roles.
6.2.8(a)(ii) Under broad policy control and direction is a senior professional practitioner, a professional manager or a professional specialist where the level of responsibility is greater than that for grade 7.
6.2.8(a)(iii) Salaries at this level are typically set by agreement subject to clause 31 - Special arrangements/employment agreement of this award to take account of overtime, other duties which may be performed outside normal hours, arrangement of hours of work and other contingencies inherent in the work.

6.4.7 Notes
6.4.7(a) Crawler tractors are classified in accordance with Australian Standard D4-1965.

6.4.7(b) Pneumatic-tyred tractors up to and including 230 net engine horsepower and pneumatic-tyred loaders up to and including 150 net engine horsepower are classified in accordance with Australian Standard D10-1967.

6.4.7(d) Pneumatic-tyred tractors above 230 net engine horsepower and pneumatic-tyred loaders above 150 net engine horsepower are classified as indicated in the wages table of this clause.
6.4.7(e) Crawler tractor front-end loaders are to be classified by using the weight of the tractor including the loader attachment in lieu of the bare shipping weight.
6.4.7(f) Self-propelled rollers are classified by weight complete including maximum ballast.
6.4.7(g) Tractors without power-operated attachments include tractors:
6.4.7(h) A back-hoe, when attached to a tractor, shall be considered as a power operated attachment to the tractor.
6.4.7(i) Reference to bituminous surfacing equipment or materials includes tar, sprayed work and hot-mix work.
6.5 Definitions for engineers
6.5.1 Professional engineering duties shall mean duties carried out by a person in any particular employment discharge of any portion of which duties requires qualifications of the employee as (or at least equal to those of) a graduate member of the Institution of Engineers, Australia.
6.5.2 Professional engineer shall mean an adult person qualified to carry out professional engineering duties as defined in 6.5.1. The term professional engineer shall embrace and include qualified engineer (6.5.3) and experienced engineer (6.5.5).
6.5.3 Qualified engineer shall mean a professional engineer other than an experienced engineer (6.5.5).
6.5.4 Graduate shall mean a qualified engineer who is the holder of a university degree (4 or 5 year course) recognised by the Institution of Engineers, Australia or is a holder of a degree, diploma or other testamur which:
6.5.4(a) has been issued by a Technical University, an Institute of Technology, a European Technical High School (Technische Hochschule) or Polytechnic, or other similar educational establishment, and
6.5.4(b) is recognised by the Instution of Engineers, Australia as attaining a standard similar to a university degree, and has been following:
6.5.4(b)(i) a course of not less than four years’ duration for a full-time course after a standard secondary education not less than the standard of examination for matriculation to an Australian University; or
6.5.4(b)(ii) a part-time course of sufficient duration to attain a similar standard of secondary education.
6.5.5 Experienced engineer shall mean a professional engineer with the undermentioned qualifications in any particular employment the adequate discharge of portion of the duties of which employment requires qualifications of the employee as (or at least equal to those of) an Associate Member of the Institution of Engineers, Australia.
6.5.5(a) The aforesaid qualifications are that such employee:
6.5.5(a)(i) has attained the age of 25 years and is an associate member of the said Institution, or
6.5.5(a)(ii) Having graduated in a four or five year course at a university recognised by the said Institution, has had four years’ experience on professional engineering duties since becoming a qualified engineer; or
6.5.5(a)(iii) Not having so graduated, has had five years of such experience.
6.5.5(b) The salary for an experienced engineer shall be Grade 5, level 21.
