12. EMPLOYER AND EMPLOYEE DUTIES

12.1 Duties of employers and employees

12.1.1 The Company may direct an employee to carry out such duties as are within the limits of the employee’s skills, competence and training consistent with the classification structure of this award, provided that such duties are not designed to promote de-skilling.

12.1.2 The Company may direct an employee to carry out such duties and use such tools and equipment as may be required, provided that the employee has been properly trained in the use of such tools and equipment.

12.1.3 Any direction issued by the Company under this clause is to be consistent with the Company’s responsibilities to provide a safe and healthy working environment.

12.2 Skill flexibility

12.2.1 General

12.2.1(a) Flexibilities are intended to ensure that skills are efficiently utilised in order to provide continuous work and, if possible, allow completion of the entire job function.

12.2.1(b) A LAME is required to assist, if agreed, in those job functions affecting his or her immediate area.

12.2.1(c) Employees will not be required to exercise skill flexibility for which they have not been trained.

12.2.1(d) For the purpose of this clause minor work means work that one person could reasonably undertake unassisted, without using specialist equipment.

12.2.2 Flexibility of avionics trades across other trade categories with appropriate training

LAMES must perform the following functions and in addition to work falling within the avionics trade, to allow avionics work to be performed.

12.2.2(a) Remove and refit panels and access plates to gain access to avionics components. Excluding unassisted fitment of:

12.2.2(a)(i) panels having special sealing requirements;

12.2.2(a)(ii) cold stream fairings;

12.2.2(a)(iii) wing to body fairings;

12.2.2(a)(iv) load bearing cowls.

12.2.2(b) Remove and install minor mechanical components so an avionics responsibility defect can be completed, including generators and IDG’s.

12.2.2(c) Carry out minor mechanical repairs to avionics system components, including but not limited to:

12.2.2(c)(i) replacement of earth studs, anchor nuts and wire loom supports;

12.2.2(c)(ii) minor fibreglass repairs;

12.2.2(c)(iii) minor cleaning and paint stripping of components and parts (this means hand cleaning of components and parts to allow assessment work to be carried out);

12.2.2(c)(iv) carry out minor paint work (brush and aerosol spray only).

12.2.3 Flexibility of mechanical trades across the trade categories with appropriate training

LAMEs must perform the following functions in addition to their established trade, being incidental to the work within the mechanical trades in order to allow mechanical tasks to be performed:

12.2.3(a) disconnect/reconnect electrical connector plugs when accomplishing a mechanical task, to facilitate and determine the integrity of a mechanical system or installation, except where a specific avionics inspection is required prior to any functional test requirement or reconnection;

12.2.3(b) disconnect/reconnect electrical connector plugs to facilitate access to any of the area to be worked, except where a specific avionics inspection is required prior to any functional test requirement or reconnection;

12.2.3(c) bonding checks of nut plats and static probe basis;

12.2.3(d) assist with removal and installation of fixed oxygen plumbing and equipment;

12.2.3(e) carry out minor paint work (brush and aerosol spray only);

12.2.3(f) carry out sheet metal work and minor composite material repairs; and

12.2.3(g) carry out minor paint stripping and cleaning.

12.3 Transit/pre-flight approvals

12.3.1 LAMEs who hold licence privileges to perform and certify for maintenance on group 20/21 aircraft may, subject to being suitably trained, perform and certify transits/pre-flights on aircraft operated or maintained by the Company for which they are not appropriately licensed by virtue of the CAOs. The LAME must:

12.3.1(a) undertake training and perform and certify transit, pre-flight, ancillary, terminating and maintenance base departure checks. Turnaround duties including checking and servicing of hydraulic, engine, IDG/CSD oil levels, tyre pressures and aircraft oxygen systems;

12.3.1(b) undertake training and perform aircraft movement including APU operation and safety precautions;

12.3.1(c) undertake training, perform and certify:

12.3.1(c)(i) replacement of position, navigation and service lights;

12.3.1(c)(ii) installation and removal of airborne stretchers and accessories;

12.3.1(c)(iii) installation and removal of supplementary power supply for special requirements;

12.3.1(c)(iv) installation and removal of supplementary oxygen for special passenger requirements;

12.3.1(c)(v) preparation of the over water flight configuration and restoration to the normal configuration in accordance with data sheets/engineering requirements (excluding removal and installation of seats, galley and emergency lights).

12.3.2 Any certification made in respect to transit/pre-flight or servicing duties must only be made by the LAME actually performing the duties.

12.3.3 Certification privilege under a Transit/Pre-Flight Authority associated with replenishing aircraft systems are only for replenishment of a routine nature. Any discrepancy which extends beyond the limits of normal servicing provisions, will require the authorised signatory to request the services of an appropriately licensed LAME.

12.3.4 If any defect is reported, or disclosed as a result of an inspection, an appropriately licensed LAME must certify for the rectification of the defect.

12.3.5 LAMEs who are endorsed on Group 20/21 aircraft and who have the appropriate level of experience must have equal opportunity to transit/pre-flight training.

12.3.6 Transit/Pre-Flight Authorities held under this system remain valid whilst the LAME remains an employee of the Company.

12.3.7 Transit/pre-flight procedures require that each LAME be trained in their environment for all the activities included in the Transit/Pre-Flight Authority system.

12.3.8 The LAME is deemed to be competent to perform and certify for duties performed under a Transit/Pre-Flight Authority upon successful completion of checking by an appropriately licensed Senior LAME.
