DECISION
This matter concerns a claim by the employer for an award for the provision of traineeships under the Commonwealth Government sponsored Career Start Program. The matter was heard on 2 June 1993 and concluded on the transcript. This decision records the agreement of the parties and confirms the Commissions approval of the award as consistent with Commission principles.
The employers representatives, being the Northern Territory Chamber of Commerce and Industry (NTCCI) had, on behalf of the employer served a log of claims and letter of demand upon the union in accordance with the rules of the Commission and Industrial Relations Act 1988 Regulations and after hearing the parties the Commission made a finding that an industrial dispute within the meaning of the Industrial Relations Act 1988 existed between the parties.
The parties then informed the Commission that they had agreed to an award for traineeships under the Career Start Program which I understand is similar to the earlier Australian Traineeship scheme but is wider in its compass and is also directed towards giving longer term unemployed persons opportunities to participate in the workforce. It is the intention of the NTCCI to widen the scheme to other employers so that the opportunities provided can be extended. This is the first of many applications anticipated by the NTCCI for that purpose
Clause 5 of the proposed award outlines the intentions of the parties to create employment opportunities by the training program. The training conditions are outlined in clause 7 which provides for training agreements with the relevant employment training authority. Employment conditions which relate to the length of the training are provided in clause 8. These vary depending on the educational levels of the participants in the particular training program. Clause 9 sets out the wages payable under the particular curriculum of training and 9(b) the possible wage supplements provided by the Commonwealth. Other award conditions are fully incorporated under paragraph 8(i).
2 DECISION
After hearing the parties I made the award; operative from the first pay period commencing on or after 2 June 1993. At the conclusion of the hearing I made the following observation:
"I think I should not let the moment pass without commending the parties. It is quite clear that this is a very positive development and a positive contribution by the parties towards helping solve perhaps our most significant economic problem in Australia at the moment. It is also good to see that parties who are generally concerned only with those who are in employment are also concerned about those who are unemployed at the present time. And the parties and in particular the FCU are to be commended for the very positive attitude that has been developed."
I was pleased to be able to approve the award which should make a worthwhile contribution towards providing employment opportunities. I congratulate the parties. The award issued as Print K8211 on 5 July 1993.
