Appointed first Chief Executive of the Labour Relations Commission in 1991. Throughout the last sixteen years. Kieran has been involved in most of the major reorganisation, restructuring and change management issues in Irish industrial relations covering both the private and public sector including State services (public transport, aviation, gas, electricity, telecoms, ports, postal services, local authorities, health boards and education) and with indigenous and multinational companies in the banking, finance, retail, manufacturing, electronics, pharmaceuticals, electronics, software and agri-food sectors.

He has worked with the ILO and the European Union on matters relating to Central and Eastern Europe, the Caribbean and Southern Africa.

Previously he served as General Secretary of two trade unions in Ireland and was an Executive member of the Irish Congress of Trade Unions, the Governing Boards of University College Dublin, Dublin City University, the Independent Broadcasting Commission (BCI) and the National Health Council and the Irish National Economic and Social Council.

He is currently Treasurer of “Frontline—the International Foundation for Human Rights Defenders”.
