PART A - Professional Stream – Classifications
Level 1 – Graduate Information Technology Employee
An employee at this level undertakes initial professional tasks of limited scope and complexity, such as minor phases of broader assignments.
Under supervision from higher level Professional Information Technology Employees as to method of approach and requirements, the employee performs normal professional work and exercises individual judgement and initiative in the application of principles, techniques and methods.
In assisting more senior Professional Information Technology Employees by carrying out tasks requiring accuracy and adherence to prescribed methods of professional information technology analysis, design or computation, the employee draws upon advanced techniques and methods learned during and after the undergraduate course.
Training, development and experience using a variety of standard procedures enable the employee to develop increasing professional judgement and apply it progressively to more difficult tasks at Level 2.
Decisions are related to tasks performed, relying upon precedent or defined procedures for guidance. Recommendations are related to solution of problems in connection to the tasks performed.
Work is reviewed by higher level Professional Information Technology Employees for validity, adequacy, methods and procedures. With professional development and experience, work receives less review, and the employee progressively exercises more individual judgement until the level of competence at Level 2 is achieved.
The employee may assign and check work of technical staff assigned to work on a common project.
Level 2 – Experienced Information Technology Employee
Following development, the Experienced Information Technology Employee (as defined) plans and conducts professional work without detailed supervision but with guidance on unusual features and is usually engaged on more responsible assignments requiring substantial professional experience.
Level 3 – Professional Information Technology Employee
An employee at this level performs duties requiring the application of mature professional knowledge. With scope for individual accomplishment and co-ordination of more difficult assignments, he/she deals with problems for which it is necessary to modify established guides and devise new approaches.
The employee may make some original contribution or apply new professional approaches and techniques to the design or development of equipment or products.
Recommendations may be reviewed for soundness of judgement but are usually regarded as technically accurate and feasible. He/she makes responsible decisions on matters assigned, including the establishment of professional standards and procedures. He/she consults, recommends and advises in specialty areas.
Work is carried out within broad guidelines requiring conformity with overall objectives, relative priorities and necessary co-operation with other units. Informed professional guidance may be available.
The employee outlines and assigns work, reviews it for technical accuracy and adequacy, and may plan, direct, co-ordinate and supervise the work of other professional and technical staff.
Level 4 – Professional Information Technology Employee
An employee at this level performs professional work involving considerable independence in approach, demanding a considerable degree of originality, ingenuity and judgement, and knowledge of more than one field of, or expertise (for example, acts as his/her organisation's technical reference authority) in a particular field of professional information technology.
An employee at this level:
initiates or participates in short or long range planning and makes independent decisions on professional information technology policies and procedures within an overall program;
gives technical advice to management and operating departments;
may take detailed technical responsibility for product development and provision of specialised professional information technology systems, facilities and functions;
co-ordinates work programmes; and
directs or advises on use of equipment and materials.
An employee at this level makes responsible decisions not usually subject to technical review, decides courses of action necessary to expedite the successful accomplishment of assigned projects, and may make recommendations involving large sums or long-range objectives.
Duties are assigned only in terms of broad objectives, and are reviewed for policy, soundness of approach, accomplishment and general effectiveness.
The employee supervises a group or groups including Professional Information Technology Employees and other staff, or exercises authority and technical control over a group of professional staff. In both instances he/she is engaged in complex professional information technology applications.
PART B - Non-Professional Stream
The following levels are intended to provide guidance for a career path to allow for employee development in both the breadth and depth of skills needed within the Information Technology Industry.
Level 1 – Information Technology Employee
Role Definition
An employee at this level generally:
works under direct supervision with regular checking of progress;
applies knowledge and skills to a limited range of tasks; and
performs work within established routines, methods and procedures that are predictable and which require the exercise of limited discretion.
Indicative Tasks
The following tasks are indicative of those performed by an employee at this level:
Qualifications
An employee who holds a Certificate I in Business or equivalent would be classified at this level when employed to perform the functions in the Role Definition and taking into account the Indicative Tasks or may be undertaking an Information Technology course of training and development (other than through a new apprenticeship/traineeship) to enable them to perform technical functions in the Information Technology industry.
An employee at this level would not normally perform technical functions without direct/immediate supervision.
Level 2 – Information Technology Employee
Role Definition
An employee at this level generally:
works under routine supervision with intermittent checking;
applies knowledge and skills to a range of tasks;
usually performs work within established routines, methods and procedures, which involves the exercise of some discretion and minor decision making;
provides at least one specialised service to customers such as sales and advice for products or services, complaints or fault enquiries or data collection for surveys

Level 3 - Information Technology Employee
An employee at this level performs a range of skilled operations, usually within a range of broader related activities involving known routines, methods and procedures, where some discretion and judgement is required in the selection of equipment, services or contingency measures and within known time constraints. The role of an employee at this level may involve technical work involving software applications, general application of systems and networks, and basic operational network administration.
An employee at this level generally:
works under limited supervision with checking related to overall progress;
may be responsible for the work of others and may be required to co-ordinate such work;
applies knowledge with depth in some areas and a broad range of skills;
performs work within routines, methods and procedures where some discretion and judgment is required;
provides multiple specialised services to customers such as complex sales and service advice for a range of products or services, difficult complaint and fault inquiries, deployment of service staff;
uses multiple technologies such as telephony, Internet services and face-to-face contact;
is involved in installing computer equipment and data communications equipment, including planning and performing installations, testing installed equipment and fault finding.

Level 4 – Information Technology Employee
Role Definition
An employee at this level is employed to perform a broad range of skilled applications and provision of leadership and guidance to others in the application and planning of the skills.
The employee works with a high degree of autonomy with general guidance on progress and outcome sought. The employee has the authority to take decisions in relation to specific customer contact matters, provides leadership as a coach, mentor or senior staff member and may be responsible for the organisation of the work of others;
An employee at this level generally:
works without supervision, with general guidance on progress and outcomes sought;
applies knowledge with depth in some areas and a broad range of skills
performs a wide range of tasks, and the range and choice of actions required will usually be complex
performs work within routines, methods and procedures where discretion and judgment is required, for both self and others
provides services to customers involving a high level of product or service knowledge, often autonomously acquired
takes responsibility for the outcomes of customer contact and rectifying complex situations involving emergencies, substantial complaints and faults, disruptions or disconnection of service or customer dissatisfaction
is concerned with planning the development of the customer access network infrastructure. The role requires an in-depth understanding of the access network, the capacity to develop planned additions and rectifications to the access network, as well as the ability to monitor the implementation of those plans

An employee classified at this level would hold a relevant Certificate IV in Sales and Marketing, Business, Information Technology or equivalent would be classified at this level when employed to perform the functions in the Role Definition taking into account the Indicative Tasks.
Specialisations for employees at this level involved in technical roles may include:
Client Support, Database Administration, Network Management, Multimedia, Technical Support, Systems Analysis and Design, Helpdesk, Website Design and Administration.
Advanced Information Technology Technician (Information Technology Access Planning);
Advanced Information Technology Technician (Engineering); and
Advanced Information Technology Technician (Information Technology Computer Systems).
Level 5 – Information Technology Employee
Role Definition
An employee at this level is employed to perform work in a self-directed manner and applies knowledge and skills, with substantial depth in some areas where judgement is requiring in planning and selecting appropriate equipment, services and techniques for self and others. The employee performs a broad range of skilled applications including evaluating and analysing current practices and providing leadership and guidance to others in the application and planning of required tasks.
Contribution to the development of a broad plan, budget or strategy is involved and accountability and responsibility for self and other in achieving outcomes is involved.
An employee at this level generally:
is responsible for the planning and management of the work of others;
applies knowledge with substantial depth in some areas, and a range of skills which may be varied or highly specific;
applies knowledge and skills independently and non-routinely;
exercises considerable judgment and initiative;
includes assessing installation requirements, planning and performing installations, testing installed equipment and fault finding.

Information Technology and Information Technology Industry Training Advisory Board’s endorsed customer contact competency standards in the Information Technology Training Package (ICT2002).
The indicative tasks for Principal Customer Contact Leader are aligned to the units of competency in Business Services Training Australia’s endorsed competency standards in the Business Services Training Package (BSB2001).
In the event of a dispute over the meaning of the indicative tasks the relevant standards will be used to assist interpretation.
