SCHEDULE A – TRANSITIONAL ARRANGEMENTS FOR CONVERSION OF PAID RATES TO MINIMUM RATES
A.1 EMPLOYEES COVERED BY FORMER PAID RATES AWARD
The provisions of this schedule apply only to an Airservices’ employee who was employed (an eligible employee) in Airservices Australia immediately prior to the date on which the award was converted to a minimum rates award.
Where an eligble employee had an award entitlement to a higher award salary rate immediately prior to the date this award was converted to a minimum rates award, that higher rate will apply. The following provisions of this Schedule set out the pay rates which applied and the associated provisions which determined the appropriate pay point for employees. By applying these provisions to eligible employees, the award pay rate which applied to an employee immediately prior to 14 February 2000 can be determined. Where the award salary rate determined in accordance with this schedule is higher than that otherwise applying under the simplified award provisions, it will apply while the rate remains beneficial to the employee.

Classifications and rates of pay
All eligible employees performing work within the classifications listed in the tables in this clause, will be paid no less than the salary within the range adjacent to the relevant classifications as set out in the table.
In accordance with the Paid Rates Decision of 20 October 1998 (Print Q7661) any future increases in salary rates in the award will not apply to the rates in this Schedule.

(a) Employees formerly classified as Aeronautical Telecommunications Officers or Flight Data Officers shall be assigned to a band within the Airways Data Systems Officer classification structure on 10th May 1991 [Print J5847 of 11/12/90]. Employees who were employed prior to 14 February 2000, were entitled to Clause 14 – Increments included in this Schedule.

SALARY PAYABLE IN FLIGHT SERVICE OFFICER POSITIONS
Flight Service Officers employed in the former Grade 2 level immediately prior to 15 September 1989 who were in receipt of annual salaries of $27620 or $28340 will be entitled to be paid at the rates of $29280 or $29950 respectively until the appropriate rates in the salary scale for Flight Service Officers Band 1 equal or exceed these rates.

AIR TRAFFIC CONTROLLERS’ FULL PERFORMANCE CONTROLLERS’ SALARIES
(1) Separate annual leave loadings did not apply.
(2) The salaries included in clause 6 above encompassed and replaced payment in respect of complexity allowance and simultaneous operations allowance.
(3) A separate salary scale was specified for periods when on the job training duties were performed.
(4) On attaining an Air Traffic Control Licence, an employee was assigned to one of the job streams and was eligible for the salary for a new entrant in the job stream concerned.
(5) Salary advancement within the job stream was prior to 14 February 2000, by annual incremental adjustment through the salary range for the job stream: subject to satisfactory progress in the training program leading to FPC status for the job stream; and provided that the salary appropriate to the FPC status for the job stream was payable only when the employees qualified as an FPC.
(6) Prior to 14 February 2000, for employees employed in the classification of air traffic controller, full performance controller or team leader, and who were eligible for extra duty entitlements, these entitlements were calculated by multiplying the hourly rate applicable to the employee by 1.18 for the first three hours of overtime and by 1.57 for all overtime and all emergency duty. In all circumstances, travel time for emergency duty call out was one hour in each direction. Minimum payment for emergency duty was four hours.
(7) Prior to 14 February 2000, payment of penalties for public holiday duty was calculated by multiplying the hourly rate applicable to the employee by 1.97.

(i) An employee classified as an Aviation Fire Officer Grade 3 who was required to perform divisional officer duties at a RFFS unit at a category 7 or 8 airport, was paid an airport category allowance of $1230 per annum in addition to the base salary set out in sublcause 1(a) of this schedule.
(ii) An employee classified as an Aviation Fire Officer Grade 3 who was required to perform divisional officer duties at a RFFS unit at a category 9 airport, was paid an airport category allowance of $2563 per annum in addition to the base salary set out in sublcause 1(a) of this schedule.
(iii) An employee classified as an Aviation Fire Officer Grade 3 who was required to perform divisional officer duties of the divisional officer assisting the superintendent of the rescue and firefighting training centres or the duties of the divisional officer involved in operaional training and standardisation in a field office, was paid a responsibility loading of $1230 per annum in addition to the base salary set out in sublcause 1(a) of this schedule.
INCREMENTS
Prior to 14 February 2000, an employee was entitled to annual increments within the scale of rates of salary fixed for his/her job classification as specified in this Schedule, subject to completion of twelve months of service at that classification level and to the achievement of satisfactory performance at that level.
PERFORMANCE OF HIGHER DUTIES
(a) Prior to 14 February 2000, an employee was eligible or the payment of higher duties allowance when he/she temporarily performed duties at a higher classification level.
(b) Where an employee was required to perform duties at a higher classification level for at least half a day, he/she was regarded as having performed those duties for the full day and paid accordingly.
(c) Performance of the duties at the same classification level or higher than the higher classification level, was deemed to be performance of the duties at the higher classification level for the purpose of subclause (f) hereof.
(d) Where an employee who has performing the duties at a higher classification level was promoted to that level, he/she would not have suffered any reduction in his/her remuneration.
(e) When an employee temporarily performed the duties of a classification for which the conditions of service as prescribed, differed from the conditions of service of his/her usual classification, that he/she was subject to the conditions of the classification in which he/she was acting at the time.
(f) An allowance granted under this clause was regarded as salary for the purposes of calculating travelling allowance, overtime and penalty payments.
(g) Where an employee was granted leave with pay while receiving higher duties allowance, he/she was entitled to receive the allowance provided that he/she continued to perform the duties but for the grant of leave, provided that where the leave was half pay leave, the payment of the allowance was on a pro rata basis.
