21.2 The above rates have been determined after taking into account the Structural Efficiency guidelines of the August 1989 National Wage Case and incorporate the first and second adjustments under these principles, plus the April 1991 National Wage Decision.
21.3 The above rates are minimum rates of pay and are subject to Supplementary Payments as per clause 5.3.
