PART 8 - DEFINITIONS 

31. AWARD DEFINITIONS

Engineering Streams - The classification definitions recognise three broad engineering streams, namely: Electrical/electronic; fabrication; and mechanical. Entry to training stream is not conditional on union membership, additionally there are five vocational fields: Trade; Technical; production; supervisory and professional fields. The streams are defined as:

31.1 Award definitions - STIWs and STITs

31.1.1 Electrical/electronic stream - including the design, assembly, manufacture, installation, modification, testing, fault finding, commissioning, maintenance and service of all electrical and electronic devices systems, equipment and controls, eg: electrical wiring, motors, generators, PLC's and other electronic controls, instruments, refrigeration, telecommunications, radio and television, communication and information processing.

31.1.2 Mechanical stream - including the design, assembly, manufacture, installation, modification, testing, fault fining, commissioning, maintenance and service of all mechanical equipment, machinery, fluid power systems, automotive mechanics, instruments, refrigeration, and the use of related computer controlled equipment, eg: Computer Numeric Controlled machine tools.

31.1.3 Fabrication stream - including fabrication, forging, carpentry, plumbing, founding, structural steel erection, electroplating, metal spinning, metal polishing, sheet metal work and the use of related computer controlled equipment. This includes fabrication in all metals, plastics, carbon fibre, composite materials, ceramics and other materials.

Trade Fields

Includes an employee who possesses as a minimum qualification a trade certificate in any of the engineering streams (as defined).

Technical Field

Engineering/Production Field

The engineering/production field will include employees primarily engaged in production work including production, distribution, stores and warehousing, but does not require a qualification in the trade, technical, professional or supervisory fields.

Classification Structure

The Classification Structure provides for employment in vocational fields on the basis of grades. Each grade provides for progression based on either acquisition of skills and the availability to undertake work as outlined in Skill Level Definitions (or satisfactory performance within the grade). Progression from a lower grade to a higher grade within a vocational stream or across streams is dependent upon where an employee undertakes work of a higher skill level the employee will be paid at the appropriate rate for such skills level in accordance with mixed functions.

The development of specific definitions and mechanisms for progression will be subject to further negotiations prior to implementation.

31.2 Definitions STIE'S

Association will mean The Association of Professional Engineers, Scientists and Managers, Australia.

Professional Engineering Duties will mean duties carried out by a person in any particular employment, the adequate discharge of any portion of which duties requires qualifications of the employee as (or at least equal to those of) a Graduate member of The Institution of Engineers, Australia.

Professional Engineer will mean a person qualified to carry out professional engineering duties as above defined. The term Professional Engineer embraces and includes Graduate Engineer and Experienced Engineer as hereinafter defined.

Qualified Engineer will mean a Professional Engineer other than an Experienced Engineer as hereinafter defined, who is or is qualified to become a Graduate member of The Institution of Engineers, Australia.

Graduate will mean a Qualified Engineer who is the holder of a University Degree (four or five years course) recognised by the Institute of Engineers, Australia, or is the holder of a degree, diploma or other testamur which:

Experienced Engineer will mean a professional engineer with the undermentioned qualifications in any particular employment the adequate discharge of any portion of the duties of which employment required qualifications of the employee as (or at least equal to those of) a Member of The Institution of Engineers, Australia. The aforesaid qualifications are as follows:

31.3 Classification structure

SPACE TRACKING INDUSTRY TECHNICIAN LEVEL 1

RELATIVITY TO
TRADE LEVEL: 180%

A Space Tracking Industry Technician (STIT) Level 1 performs duties requiring the application of extensive technical or scientific knowledge. With scope for individual accomplishment and co-ordination of more difficult assignments guidelines and devise new approaches.

STIT Level 1 also possesses the appropriate qualifications, skills and experience in the required field and is require to perform work of a professional nature involving a high level of independence in approach and apply a high degree of originality, ingenuity and judgement.

STIT Level 1 will be capable of making responsible decisions not usually subject to technical review and who decides courses of action necessary to expedite the successful accomplishment of assigned projects.

Work is carried out within broad guidelines requiring conformity with overall objectives, relative priorities and necessary co-operation with other units. Informed technical guidance may be available.

The STIT Level 1 outlines and assigns work, reviews it for technical accuracy and adequacy, and may plan, direct, co-ordinate and supervise the work of other professional and technical staff excluding the supervision of professional engineers. STIT Level 1 also designs updates and documents standard operating procedures.

SPACE TRACKING INDUSTRY TECHNICIAN LEVEL 2(a)

A Space Tracking Industry Technician Level 2(a) means an employee who works above and beyond a Space Tracking Industry Technical Level STIT3 and has successfully completed 5th year of a part time Diploma or Associate Diploma plus additional training or the equivalent level or accredited training. An employee at STIT 2(a) is able to perform or coordinate work in more than one engineering, scientific or technical field as defined; or

Performs duties in a technical, engineering or scientific field which requires the exercise of judgement and or skill in excess of that required of a STIT 3.

Space Tracking Industry Technician Level 3 means an employee who works above and beyond a Space Tracking Industry Technician Level 4 and has successfully completed an Associate Diploma or the equivalent level of accredited training and is engaged in:-

(i) performing draughting, or planning or technical duties which require the exercise of judgement and skill in excess of that require by a Space Tracking Industry Technician Level 4 or;

(ii) possesses the skills of an STIT Level 4 in a technical field and exercises additional skills in a technical field as defined;

(iii) has had training, theoretical and practical experience on technical equipment in excess of that required of a Space Tracking Industry Technician Level 4 and who may be required by the employer to work on such equipment and;

(iv) advises and assists in the supervision and/or coordination of employees employed in classifications below STIT 3.

SPACE TRACKING INDUSTRY TECHNICIAN LEVEL 4

RELATIVITY RANGE

A Space Tracking Industry Technician Level 4 is an employee who works above and beyond a STIW Level 5 and has successfully completed 3rd year (or 22 modules) of an Associate Diploma or the equivalent level or accredited training and is engaged in:

(i) Making of major design drawings or graphics or performing technical duties in a specific field of engineering, laboratory scientific or technical practice such as research design, testing, manufacture, assembly, construction, operation, diagnostics and maintenance of equipment, facilities or other Space Tracking Industry machinery, including computer software, quality processes, occupational health and safety and/or standards and plant and material security processes and like work; or

(ii) planning of operations and/or processes including the estimation of requirements of staffing, material cost and quantities and machinery requirements, purchasing materials or components, scheduling, work study, industrial engineering and/or materials handling process;

(iii) exercises a level of cross-skilling as defined;

(iv) assists in the provision of on-the-job training in conjunction with supervisors and trainers;

(v) has the responsibly of supervising the duties of STIT Levels 5,6,7,8 and 9.

RELATIVITY RANGE

A Space Tracking Industry Technician level 5 has had equivalent level of training and/or experience to a STIT 5 Tradesperson and is engaged in one of the following areas:

The following indicative tasks which a Technician at this level may perform are as follows:

As a Tradesperson, STIT 5 works above and beyond a tradesperson at level STIT 6 and has completed:

(i) An advanced certificate;

(ii) 15 modules or second year part time Associate Diploma; or

(iii) equivalent accredited training as provided in the manual which forms Appendix to this award.

The following indicative tasks which a technician and tradesperson at this level may perform are subject to the employee having appropriate trade and post-trade training to enable the employee to perform the particular indicative tasks:

SPACE TRACKING INDUSTRY WORKER LEVEL 1

As a communication and equipment operator STIW 1; is above to work flexibly between work stations, performs complex operational duties with minimal supervision, is able to identify and isolate sub-system faults to facilitate rectification and assists in the provision on-the-job training in conjunction with supervisors and trainers.

SPACE TRACKING INDUSTRY WORKER LEVEL 2

RELATIVITY RANGE
TO TRADE LEVEL: 150%

A Space Tracking Industry Technician Level 6 is an employee who has the equivalent level of skills and raining to a STIT 6 Tradesperson but is engaged in one of the following areas and to the extent of that training:

(i) undertakes draughting or planning or technical or operational duties requiring the exercise of judgement and skill in excess of that require of an STIT Level 7 under the supervision of technical staff, or

(ii) exercises a level of cross skilling in technical fields as defined.

The following indicative tasks which a technician at this level may perform are subject to the employee having the appropriate technical training to enable the employees to perform the particular indicative tasks;

(i) comply with electrical isolation procedures
(ii) comply with specified maintenance procedures
(iii) identify and remove faulty board and ensure corrective action is taken to prevent recurrence of failure;

As a tradesperson works above and beyond a tradesperson at STIT 7, and who has completed:

(i) 12 appropriate modules of an advance certificate; or
(ii) 12 appropriate modules of an associate diploma; or
(iii) equivalent accredited training as prescribed in manual (to be prepared) of this award.

As a tradesperson STIT 6:

1. Undertakes quality control and work organisation at a level higher than for STIW Level 3;

2. Provides trade guidance and assistance as part of a work team;

3. Assists in the provision of training to employees in conjunction with supervisors/trainers;

4. Performs maintenance planning and predictive maintenance work not in technical fields;

5. Works under limited supervision either individually or in a team environment;

6. Prepares reports of a technical nature on specific tasks or assignments as directed;

7. Exercises broad discretion within the scope of this level.

The following indicative tasks which a tradesperson at this level may perform are subject to the employee having appropriate trade and post-trade training to enable the employee to perform the particular indicative tasks:

As a communication and equipment operator, STIW 2:

As a clerical employee Space Tracking Industry Worker Level 2 is able to perform duties f a STIW Level 9,8,6,4 or 3, exercises substantial responsibility independent initiative and judgement and possesses a detailed knowledge of office procedures and the employer's business. A Space Tracking Industry Technician Level 7 is an employee who has the equivalent level of training and/or experience to a STIT 7 tradesperson and who:

(i) undertakes detail draughting or technical or planning duties requiring technical knowledge;
(ii) undertakes operational duties requiring judgement and skill in excess of than required of a STIT Level 8; or

Space Tracking Industry Technician Level 7 is engaged in one of the following areas:

As a tradesperson STIT 7 works above and beyond a tradesperson at STIT 8 and has completed the following training requirements:

(i) three appropriate modules in addition to the requirements of STIT 8; or
(ii) nine appropriate modules towards an advanced certificate; or
(iii) nine appropriate modules towards an associate diploma.

As a tradesperson STIT 7:

The following indicative tasks which an STIT 7 may perform as a tradesperson are subject to the employee having appropriate trade and post-trade training to enable the employee to perform the particular indicative tasks:

Space Tracking Industry Worker Level 3

As a communication and equipment operator, STIW Level 3:

As a clerical employee STIW 3 receives limited instructions with relate only to matters of substance in the work assignment is regularly required to exercise independent initiative and judgement and possesses a requisite knowledge of office procedures and of the employer's business.

Space Tracking Industry Technician Level 8

A Space Tracking Industry Technician Level 8 means an employee who has the equivalent level of training and/or experience to a STIT 8 tradesperson at this level and who is engaged in detail draughting or planning or technical work which requires the exercise of judgement and skill in excess of that required of an employee at STIT Level 9 under the level of their technical staff.

As a tradesperson a STIT 8 works above and beyond an employee at STIT 9 and to the level of their training:

Indicative of the tasks, STIT 8 performances are as follows:

(i) the materials/components required
(ii) the tolerance/standards which apply
(iii) the intended purpose/nature/function of the component system described
(iv) the process which will be required;

(i) selecting appropriate instruments
(ii) safely connecting instruments into circuits, without damage in instruments, components or circuit.

The following indicative tasks which an employee at this level may perform are subject to the employee having appropriate Trade and Post Trade Training to enable the employee to perform the particular indicative tasks:

At this level STIT 8 has completed the following training requirements:

(i) Six appropriate modules in addition to the training requirements of STIT 9; or
(ii) Six appropriate modules towards an advanced certificate; or
(iii) Six appropriate modules towards an associate diploma.

As a communication and equipment operator STIW 4:

As a clerical employee 7 STIW 4 performs duties at a level higher than STIW 6 receives general instructions regarding duties, exercises independent initiative and judgement and possesses a sound knowledge of office procedures and the employers business.

A Space Tracking Industry Technician Level 9 is an employee who has the equivalent level of training and/or experience to a STIT 9 tradesperson at this level in the technical fields as defined but is engaged in detail draughting or routine planning or technical tasks requiring technical knowledge.

As a tradesperson STIT 9 has completed the following training requirement:

(i) Three appropriate modules in addition to the training requirements of STIW 6;
(ii) Three appropriate modules towards an Advanced Certificate;
(iii) Three appropriate modules towards an Associate Diploma.

At this level STIT 9 works above and beyond a Tradesperson at STIT 10 and to the level of their training:

As a communication and equipment operator STIW 5 is able to undertake the operations of more than one work station, under direct supervisors at the new work station, and assists in the provision of on-the-job training in conjunction with supervisors and trainers.

As a STIW 5 in the catering and related stream, an employee with trade qualifications and experience sufficient to supervise other cooks, to prepare menus, and mange the day to day cooking work load of the kitchen.

A Space Tracking Industry Technician Level 10 is an employee who as a tradesperson:

A Space Tracking Industry Worker Level 6 is an employee who:

Indicative of the tasks which STIW Level 5 may perform are as follows:

(a) removing equipment fastenings including use of destructive cutting equipment;
(b) lubrication of production equipment;
(c) running adjustments to production equipment;

As a communication and equipment operator, STIW 6 can undertake to operate additional work console operations to the level of their training, and assists with the training of operator to the level of their skill within this classification.

As a catering employee STIW 6, will mean an employee who has completed an apprenticeship or who has equivalent experience or who has passed the appropriate trade test, and who is engaged in cooking, baking, pastry cooking or butchering duties.

As a clerical employee STIW 6 possesses skills and knowledge of office procedures in excess of that STIW 8, and is accountable for their own work within an established structure. Indicative of the tasks which an employee at this level performs are as follows:

A Space Tracking Industry Worker Level 7 is an employee who has completed an Engineering Production Certificate II or equivalent training so as to enable the employee to perform work within the scope of this level.

An employee at this level performs work above an beyond the skills of a STIW 8 and to the level of their training;

(i) licensed operation of all appropriate materials handling equipment;
(ii) use of tools and equipment within the scope of this level (basis non-trades maintenance);

As a communication and equipment operation, STIW 8 can work with general supervisors at specific work stations.

As a clerical employee at STIW 8 performs duties at a level higher than STIW 9 and performs work within a regular work routine involving the exercise of some initiative and minor decision making.

A Space Tracking Industry Worker Level 10 is an employee work is undertaking up to 38 hours induction training which may include information on the enterprise, conditions of employment, introduction to supervisors and fellow workers, training and career path safety, equal employment opportunity, plant layout, work and documentation procedures, occupational health and safety, equal employment opportunity and quality control/assurance.

Trainer/Supervisor/Coordinator Technical

Is an employee who is responsible primarily for the exercise of skills in technical fields as defined, up to the level of their skill and competence and who is additionally involved in the supervision/training of other technical employees. Such an employee will receive not less than 107% of the rate of pay applicable to the employees' technical classification.

Provided that employees in receipt of the Senior Operations Supervisor Allowance in Clause 8C(c) will not receive this allowance.

NOTE: It is the intention of the parties to delete Senior Operations Supervisor Allowance from the award, together with Clause 9(8)(b) Leading Draughtsman etc. allowances.

8.3 CLASSIFICATION STRUCTURE - Space Tracking Industry Engineers

PROFESSIONAL ENGINEER (STIE1) - LEVEL 1

RELATIVITY RANGE
TO TRADE LEVEL: 130%

The Graduate Engineer (as defined) commencement level. The engineer undertakes initial professional engineering tasks of limited scope and complexity, such as minor phases of broader assignments, in office, plant, field or laboratory work.

Classification Level Definition

Under supervision from higher level Professional Engineers as to method of approach and requirements, the Professional Engineer performs normal professional engineer work and exercises individual judgement and initiative in the application of engineering principles, techniques and methods.

In assisting more senior professional engineers by carrying out tasks requiring accuracy in Engineer draws upon advanced techniques and methods learned during and after the undergraduate course.

Training development, and experience using a variety of standard engineering methods and procedures, enable the Professional Engineer to develop increasing professional judgement and apply it progressively to more difficult tasks at Level 2.

Decisions are related to tasks performed, relying upon precedent or defined procedures for guidance. Recommendations are related to solution of problems in connection to the tasks performed. Work is reviewed by higher level Professional Engineers for validity, adequacy, methods and procedures. With professional development and experience, work receives less review, and the Professional Engineer progressively exercises more individual judgement until the level of competence at level 2 is achieved.

PROFESSIONAL ENGINEER (STIE 2) - LEVEL 2

Classification Level Definition

Following development through STIE 1 is an Experience Engineer (as defined) who plans and conducts professional engineering work without detailed supervision, but with guidance on unusually engaged on more responsible engineering assignments requiring substantial professional experience. Classification Level Definition

A Professional Engineer performing duties requiring the application of mature professional engineering knowledge. With scope for individual accomplishment and coordination of more difficult assignments, the Professional Engineer deals with problems for which it is necessary to modify established guides and devise new approaches.

The Professional Engineer may make some original contribution or apply new professional engineering approaches and techniques to the design or development of equipment or special aspects of products, facilities and buildings.

Recommendations may be reviewed for soundness of judgement but are usually regarded as technically accurate and feasible. The Professional Engineer makes responsible decisions on matters assigned, including the establishment of professional engineering standards and procedures, consults, recommends and advises in specialty engineering areas.

Work is carried out within broad guidelines requiring conformity with overall objectives, relative priorities and necessary cooperation with other units. Informed professional engineering guidance may be available.

The Professional Engineer outlines and assigns work, reviews it for technical accuracy and adequacy, and may plan, direct, coordinate and supervise the work of other professional and technical staff

A wage group 2 employee who has completed additional accredited education and training (eg. which may be in the case of engineering one year full time or two years part time) so as to reach a standard equivalent to a four year degree and who is required to perform the work set out above.

PROFESSIONAL ENGINEER (STIE 4) - LEVEL 4

Classification Level Definition

A Professional Engineer required to perform professional engineering work involving considerable independence in approach, demanding a considerable degree or originality, ingenuity and judgement, and knowledge of more than one field of, or expertise (for example, acts as their organisations technical reference authority) in a particular field of professional engineering. The Professional Engineer:

The Professional Engineer makes responsible decisions not usually subject to technical review, decides courses of action necessary to expedite the successful accomplishment of assigned projects, and may make recommendations involving large sums or long-range objectives.

Duties are assigned only in terms of broad objectives, and are reviewed for policy, soundness of approach, accomplishment and general effectiveness.

The Professional Engineer supervises a group or groups including Professional Engineers and other staff, or exercises authority and technical control over a group of professional staff, in both instances engaged in complex engineering applications.

A level 3 employee who has completed accredited education and training so as to reach a standard equivalent to a four year degree and who is required to perform the work set out above.
