Where more than one of the following disabilities entitling an employee to extra rates exists on the same job the employer shall be bound to pay only one rate, namely, the highest for the disabilities so prevailing. Provided that this clause shall not apply to cold places, confined spaces, dirty work, height money, hot places or wet places, the rates for which are cumulative.
The special rates herein prescribed shall be paid irrespective of the times at which the work is performed, and shall not be subject to any premium on penalty additions.
14.1 Tool allowance - tradesmen and apprentices
14.1.1 Tradesmen shall be paid an allowance of $12.46 per week for supplying and maintaining tools ordinarily required in the performance of their work as tradesmen.
14.1.2 This allowance shall apply to apprentices on the same percentage basis as set out in clause 18.6.1.
14.1.3 The allowance shall apply for all purposes of the award.
14.1.4 Tradesmen or apprentices shall replace or pay for any tools supplied by their employer if lost through their negligence.
14.1.5 Notwithstanding the above, where a hospital provides all tools ordinarily required in the performance of the work of a tradesman the tool allowance shall not be payable.
14.2 Leading hands
Leading hands in charge of:
14.2.1 not less than three and not more than ten employees $25.60 per week extra;
14.2.2 more than ten and not more than twenty employees $38.29 per week extra;
14.2.3 more than twenty employees $48.65 per week extra.
14.3 Construction allowance

An employee of a respondent Department or Instrumentality in the State of Victoria, other than an employee who is an apprentice or a junior, who works on site upon civil engineering construction work (as defined) shall be paid a construction allowance at the rate prescribed in clause 11(a) Industry Allowance - Industry Allowance and Underground Allowance of the Australian Workers' Union Construction and Maintenance (Consolidated) Award 1997 as varied from time to time.
14.4 Cold places
Working for more than one hour in places where the temperature is reduced by artificial means below 0oC - 44 cents per hour extra. Where the work continues for more than two hours employees shall be entitled to a rest period of twenty minutes every two hours without loss of pay.
14.5 Confined spaces
Confined space means a compartment, space or place the dimensions of which necessitate an employee working in a stooped or otherwise cramped position, or without proper ventilation and subject thereto includes such a space inside boilers, steam drums, mud drums, fire boxes of vertical or road vehicle boilers, furnaces, flues, combustion chambers, receivers, buoys, tanks, superheaters, or economisers.
Working in confined space (as defined) - 58 cents per hour extra.
14.6 Dirty work
14.6.1 Work, other than ship repair work, which a foreman and workman shall agree is of an unusually dirty or offensive nature - 58 cents per hour extra.
14.6.4 Any dispute arising under this clause as to whether the work is of a unusually dirty or offensive nature shall be settled following the dispute settling procedure in clause 9 of this award.
14.7 Height money
Employees other than linesmen, linesman’s assistants, riggers and splicers engaged in the construction, erection, repair and/or maintenance as the case may be, of ships, steel frame buildings, bridges, gasometers or other structures at a height in each case of 15 metres or more directly above the nearest horizontal plane - 33 cents per hour extra.
14.8 Hot places
Working for more than one hour in the shade in places where the temperature is raised by artificial means to between 46oC and 54oC - 45 cents per hour extra; in places where the temperature exceeds 54oC - 58 cents per hour extra. Where work continues for more than two hours in temperatures exceeding 54oC employees shall also be entitled to twenty minutes rest after every two hours work without deduction of pay. The temperature shall be decided by the foreman of the work after consultation with the employees who claim the extra rate.
14.9 Sanitary works
Working in sanitary works - 30 cents per hour extra.
14.10 Slag wool
Employees handling loose slag wool, loose insulwool, or other loose material of a like nature used for providing insulation against heat, cold or noise shall when so employed on the construction, repair or demolition of furnaces, walls, floors and/or ceilings be paid 57 cents per hour extra.
14.11 Smoke boxes etc.
14.11.1 Working on repairs to smoke-boxes, of fire-boxes of locomotives or on repairs to the smoke-box uptake, funnel flue, furnace or combustion chamber of marine type of boilers, or on repairs to smoke-boxes, fire-boxes, furnaces or flues of other types of boilers - 33 cents per hour extra.
14.11.2 Provided that an employee engaged on repairs to oil fired boilers, including the casings, uptakes and funnel, or flues and smoke stacks shall, while working inside such a boiler, be paid $1.15 per hour extra.
14.12 Wet places
An employee working in any place where their clothing or boots become saturated, whether by water, oil or otherwise shall be paid 45 cents per hour extra: Provided that this extra rate shall not be payable to an employee who is provided by the employer with suitable and effective protective clothing and/or footwear. And provided further that any employee who becomes entitled to this extra rate shall be paid such extra rate for such part of the day or shift as they are required to work in wet clothing or boots.
14.13 Explosive powered tools
Employees required to use explosive powered tools shall be paid 16 cents per hour extra, with a minimum payment of $1.16 per day.
14.14Toxic substances
14.14.1 Employees using toxic substances or materials of a like nature shall be paid 61 cents per hour extra. Employees working in the same enclosed area or, if in an open area, in close proximity to employees so engaged shall be paid 50 cents per hour extra.
14.14.2 For the purposes of this clause toxic substances shall include epoxy based materials and all materials which include or require the addition of catalyst hardener and reactive additives or two pack catalyst system shall be deemed to be toxic materials.
14.15 Motor allowance
An employee who by agreement with their employer uses their own motor vehicle on the employer’s business shall be paid an allowance of 71 cents per kilometre travelled.
14.16 First aid allowance
An employee who has been trained to render first aid and who is the current holder of appropriate first aid qualifications such as a certificate from the St. John Ambulance or similar body shall be paid a weekly allowance of $11.69 if they are appointed by their employer to perform first aid duty.
14.17 Damage to clothing, spectacles, hearing aids and tools
14.17.1 Compensation to the extent of the damage sustained shall be made where in the course of the work clothing, spectacles, hearing aids or tools are damaged or destroyed by fire or molten metal or through the use of corrosive substances.
14.17.2 The employer’s liability in respect of tools shall be limited to such tools of trade as are ordinarily required for the performance of the employee’s duties. Provided further, that this paragraph shall not apply when an employee is entitled to workers’ compensation in respect of the damage.
14.18 Case hardened prescription lenses
An employer who requires an employee to have their prescription lenses case hardened shall reimburse for the cost of such case hardening.
14.19 Experience payments Mechanical Tradesman (Public Hospitals)
14.19.1 For the purposes of determining the ordinary time rate of pay for employees classified as Mechanical Tradesman Level One in clause 13.5.2, the following amounts shall be added to the prescribed rates:
14.19.2 After one years experience $11.25.
14.20 Certificate allowance Mechanical Tradesman (Public Hospitals)
14.20.1 A Mechanical Tradesman possessing one or two of the following Certificates shall be paid an additional allowance of $7.48 per week in recognition of the Certificate/s used and an additional $7.48 for use of third or subsequent certificates.
14.20.2 Department of Labour and Industry Welding (Pipes or Pressure Vessels) TAFE Institutions Certificates for Boiler Attending Hydraulics and Pneumatics, Refrigeration.
14.21 Licence allowance Electrical Tradesman (Public Hospitals)
14.21.1 An employee who is the holder of an A Grade Electrical Mechanics licence under the Licensing of Electrical Mechanics Regulation 1974 shall be paid an allowance at the rate of $21.26 per week. (Not to be included for payment of overtime, shift, weekend penalties, etc.)

14.22 Lift licence allowance Electrical Tradesman (Public Hospitals)
14.22.1 An Electrical Tradesman (Public Hospitals) who holds a current Certificate of Competency to Service Lifts issued by the Department of Labour and Industry and who is required to service lifts as part of their normal duties shall be paid an allowance at the rate of $13.76 per week. This allowance is to be paid in lieu of any other special rates whilst engaged in working with lifts. (To be included for payment of overtime, shift, weekend penalties, etc.)
