11. PERSONAL, TRAVELLING AND REMOVAL EXPENSES
11.1 General
11.1.1 For the purposes of this clause a teacher’s school is defined as:
11.1.1(a) the school at which a teacher ordinarily performs his or her duties; or

11.1.1(b) in the case of a teacher who does not ordinarily perform his or her duties at any one school, the school at which the teacher is ordinarily required to report for duty, or such other place determined by the employer.
11.1.2 A teacher shall be eligible to be reimbursed for expenses under this clause provided that:
11.1.2(a) the expense was necessarily incurred in the performance of the teacher’s duties; and
11.1.2(b) prior approval to incur the expense was given; and
11.1.2(c) reimbursement may only be made where expenditure was incurred.
11.2 Travel

11.2.1 Teachers whose duties require them to travel in excess of the distance between the teacher’s home and their school shall be reimbursed costs of that excess travel at rates determined by the employer which shall be not less than the rates notified from time to time by the Australian Tax Office:

11.2.2 Where a teacher working outside the Melbourne metropolitan area:
11.2.2(a) satisfies the employer that he/she is disadvantaged by being compelled to reside more than twenty kilometres from his/her school and there is no regular means of public transport between his/her residence and the school; or
11.2.2(b) is administratively transferred to or located, other than by the teacher’s personal application, in a school more than twenty kilometres from his/her established home and there is no regular means of public transport between home and the school;
the teacher may receive an allowance for distances travelled to and from school in excess of 40 kilometres per day until the end of the year in which the allowance was first approved at rates determined by the employer.
11.3 Personal expenses

11.3.1 Teachers whose duties require them to be absent from their school overnight and such absence does not extend beyond 28 days at one location shall be reimbursed the cost of meals, accommodation and incidentals at rates determined by the employer which shall be not less than the rates notified from time to time by the Australian Taxation Office. Provided that incidentals shall be paid only where an allowance in respect of accommodation expenses is granted.

11.3.1(a) Where a teacher has resided in the one locality for a period in excess of 28 days that teacher may be reimbursed such amounts as the employer considers reasonable in the circumstances.

11.3.1(b) Teachers travelling overseas shall be reimbursed such amounts as the employer considers reasonable in the circumstances.

11.3.2 Teachers whose duties require them to be absent from their school and the absence does not extend overnight may be reimbursed the cost of meals at rates determined by the employer which shall be not less than the rates notified from time to time by the Australian Taxation Office. Provided that reimbursement may only be made where expenditure on meals is incurred.

11.3.3 Reimbursement of expenses under 11.1 and 11.2 shall not be allowed where the duties are performed within an area of 24 kilometres radius of a teacher’s school.

11.3.4 A teacher who is on duty during the afternoon session and is required by the employer to remain on duty for at least two hours in the evening, excluding the time taken for a meal break, to conduct formal and specific teaching programs shall be reimbursed the reasonable cost of meals. Payment under this subclause shall not be made in circumstances where a member is eligible for reimbursement for an evening meal under 11.1 or 11.2.
11.4 Removal expenses

11.4.1 A teacher who relocates owing to:
11.4.1(a) promotion to an advertised vacancy;
11.4.1(b) transfer following an official instruction;
11.4.1(c) transfer to an advertised vacancy after having served for at least five years in the same school or at least four years in a school designated by the the employer as Remote; or
11.4.1(d) redeployment, as an excess teacher.
shall be reimbursed expenses incurred for travel, meals, accommodation at the rates specified in 11.3 and the cost of removal of household and personal belongings in respect of the teacher and his/her dependants including the cost of comprehensive insurance of not more than $45,000.
11.4.2 Reimbursement of removal expenses under 11.4.1 shall not be made:
11.4.2(a) in the case of a transfer arising from the request, fault, or misconduct of a teacher; or
11.4.2(b) in the case of relocation from place to place within Ballarat, Bendigo, Geelong or within the Melbourne metropolitan area.
11.4.3 Where a family unit comprises more than one teacher, only one teacher shall be entitled to be reimbursed under this clause.
11.4.4 A teacher promoted or transferred in circumstances provided in 11.4.1(a), 11.4.1(b) or 11.4.1(d), other than a teacher who is not entitled to be reimbursed under 11.2, shall be paid:
11.4.4(a) a re-establishment allowance of not less than:
11.4.4(a)(i) teacher without dependants - $125.00
11.4.4(a)(ii) teacher with dependants - $260.00
provided that, where a family unit comprises more than one teacher the total allowance paid under this subclause shall not exceed $260.00;
11.4.4(b) the reasonable cost of stamp duty paid on purchase of a residence or land for the purpose of erecting a residence provided that the teacher:
11.4.4(b)(i) sells a residence at his/her old location; and
11.4.4(b)(ii) within fifteen months of the effective date of the promotion or transfer, is the permanent occupant of the residence at the new location; and
11.4.4(b)(iii) provides satisfactory evidence of expenditure.
11.4.5 A teacher with dependants who is transferred or promoted to a position, and being unable to obtain a suitable residence is required to:
11.4.5(a) live away from home and pay board and lodging; or

11.4.5(a)(i) pay board and lodging for self and family; or
11.4.5(a)(ii) incur additional expenditure;
may be reimbursed such allowance as the employer considers reasonable.
11.4.5(b) A teacher without dependants who is required to live away from his/her home and pay a weekly amount for board and lodging in excess of one-third of his/her gross weekly salary may be paid an allowance equal to one half of the excess. Provided that no allowance less than twenty cents per day or more than $4.00 per week shall be payable.
11.5 Expenses to attend interview

A teacher shall be entitled to reimbursement of reasonable travel and incidental expenses incurred in attending an interview for an advertised position in a government school which may reasonably be expected to result in his or her transfer or employment without an increase in salary (excluding allowances) in that school.
