The supreme governing authority of the organisation was vested in the National Federal Council, which comprises the Office Bearers, delegates from branches and established sections. The organisation was also governed by a Federal Executive and a Federal Management Committee. The branches were each governed by a Branch Council.
The organisation was a reporting unit for the purposes of filing a financial report.
Under the rules of the organisation, elections for offices were conducted every 3 years. The organisation held an exemption from having its elections conducted by the AEC.
